Why has Portugal managed to contain coronavirus so well?

Is it possible to incorporate the same strategies to other countries?
It will be challenging to duplicate Portugal’s compliance with public health in countries with different populations, economies, and political histories. Relative consensus can lead to a loss of productive dissent. Portugal’s success in ensuring compliance with public health measures indicates that it will take longer and more challenging to restore trust and collaboration between the public, medical, and political establishment. This has been critical during emergencies involving public health.
